pythonconsole plugin inaccessible because of missing gear menu

Bug Description

The pythonconsole plugin registers itself to the gear menu plugin section. In Unity, the gear menu is missing from the toolbar and the "python-console" menu item cannot be found in the app menu (Image, Edit, View, etc.) and not in the Unity Hud.
