Remove deprecated OpenDaylight L2 deployments

Bug Description

It is no longer a supported option to deploy OpenDaylight in L2 mode only. Now, L3 is required (new netvirt feature) and the flags to disable L3 via the puppet module do not really do anything. We should move the opendaylight-l3 enviornment file to be the default opendaylight file and remove L3 enable flags.

    Removes deprecated OpenDaylight L2 only deployments

    Deploying ODL without L3 DVR is no longer supported. This patch moves
    the opendaylight-l3 env settings to be the new default for opendaylight
    env file, while also removing any option to disable L3.

    Removes deprecated neutron-opendaylight-l3 env file

    Somehow missed deleting this in previous patch. This file should be
    removed as only neutron-opendaylight.yaml env file should be used.
