Barbican existing config bits don't match docs

The config included in the installed packages (and in git https://github.com/openstack/barbican/blob/master/etc/barbican/barbican.conf ) don't match what the install docs are saying. The included config has `sql_connection` in the `[DEFAULT]` section, instead of `connection` in a `[database]` section (which doesn't exist). There's no `[keystone_authtoken]` section at all.

Hi Ian Bobbitt,

The configuration for database connection should be in `DEFAULT` section and named `sql_connection`.
And the `keystone_authtoken` section does not exist in barbican.conf until the release of 4.0.0.0b2.

This issue was fixed in the openstack/barbican 4.0.0.0b3 development milestone.
