Tempest Rhel7: floating IP negative cases are PASSING

Testcase:
tempest.api.network.test_floating_ips_negative.FloatingIPNegativeTestJSON.test_associate_floatingip_port_ext_net_unreachable

Testcase is trying to associate external unreachable net to the floating IP and expect it to Fail but it PASSED.
