Nova server renames are ignored by listener

Bug Description

Renaming a server doesn't get reflected in searchlight's indexed data - it's skipped with a message that the update has no useful data in it. This was likely introduced by the efficiency work to reduce the impact of loads of nova notifications and needs fixing.

    Handle nova rename events

    I was overzealous determining which updates to ignore. If a server
    update arrives where the state is 'active' and there's no state change
    indicated, process it as a full update.
