Bug Description
We have a problem with Fuel-CI for fuel-library. There're no steps to reproduce but here's an example of failure:

As you can see fuel library noop tests have failed:

But after "recheck" fuellib_noop_tests job was not executed which resulted false positive (+1) from Fuel-CI.
Expected result:
All tests should be re-executed on "recheck" and Fuel-CI should give proper results.

root cause should be fixed by https:/
in two words: we made a mistake some time ago by putting jjb variable inside not templated job, where variables doesn't work, so 'recheck' keyword wasn't parsed properly.
