Need to increase amount of RAM which used by memcached

Bug Description

We have faced with case when 256MB is too less for memcached. Memcached used for horizon, Keystone and Heat services. Amount of needed RAM depends on OpenStack objects cound and load on a cluster. I suggest to use Fuel experience and set amount of RAM for keystone to 50% of available RAM on a node. fuel-ccp has an option to set memcached storage size to any number of MB. So you could tune it if you want. I changed defaults to the 1024Mb already but for the real production it should be configured manualy.
