Should use "Restart", not "Reboot"

Ubuntu's login screen uses the term "Reboot". It should use "Restart". This
would be just as precise, understandable for more people, and consistent with
the logout dialog.

I'm running Breezy with gdm 2.8.0.4-0ubuntu10 installed and "Reboot" is still
visible in two places.

"Reboot" should be changed to "Restart" on the lower left corner of gdm and also
on the button of the Restart confirmation dialog.
