Bug Description

FORCE_DISABLE_UPDATES var in fuel-qa disables all mos-* repositories. It's leads to fails in deployment of 9.0 env due to bug https://bugs.launchpad.net/fuel/+bug/1648732.
We should leave the mos-holdback (http://mirror.fuel-infra.org/mos-repos/ubuntu/9.0/dists/mos9.0-holdback/) repository to avoid this issue.
