kolla-build.conf file should not be present in kolla-ansible repository, is only used in kolla repository.

etc/kolla directory must not be deleted from kolla. It is required in kolla. Also, bug description and bug title do not match. Deleting etc/oslo-config-generator is not same as deleting globals.yml and passwords.yml. Also, globals.yml and passwords.yml should not be deleted from kolla-ansible.

    too.
