incorrect PATH and LANG variables

Bug Description
This is my first bug report so please consider contacting me if I've missed something. Thanks.
Installed version -- fluxbuntu-7.10-RC
The PATH environment variable in fluxbuntu as reported by "echo $PATH" in xterm is as follows:
./:/bin:
And the LANG environment variable as reported by "echo $LANG" is empty.
This may be because the file /etc/environment is not parsed which defines these two variables.
I just installed gnupg-1.4.7 from source and the binaries went to /usr/local/bin. Appending ". /etc/environment" to the file $HOME/.bashrc set the PATH right but I wonder whether programs like 'apt' will use the proper path.
