[BVT_2][1042] dpkg was interrupted

Job has failed with error:
"Deployment has failed. All nodes are finished. Failed tasks: Task[ceph-mon/3], Task[top-role-compute/2], Task[horizon/5], Task[top-role-compute/4], Task[top-role-compute/6] Stopping the deployment process!"

Almost on every node we may observe errors like:
"Attempt '1' of '3' has failed: Execution of '/usr/bin/apt-get -q -y -o DPkg::Options::=--force-confold -o APT::Get::AllowUnauthenticated=1 install libvirt-bin' returned 100: E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem."

ceph command execution also stuck [3] on node-3 wile retrieving user.
