Bug Description

In installing r3.1-47 mitaka on a 14.04.5 cluster, upgrade_kernel_all was observed to have brought it up to 3.13.0-85, instead of 3.13.0-100.

Same is seen in r3.2.1.0-20 kilo 14.04.4 cluster.
