keyboard accelerators & shortcuts broken when selecting multiple layouts

Bug Description

When I configure 2 different keyboard-layouts in the GNOME keyboard configuration panel, shortcuts in some applications start to behave very weird: e.g. Ctrl-A quits the application. I think this is related to the fact that the location of 'Q' and 'A' are switched between the QWERTY & AZERTY layouts. For some reason, both Ctrl-Q and Ctrl-A quit the application, which means the normal Ctrl-A "select all" action is not available anymore.

I have 'be' & 'us' keyboard layouts installed, with 'be' as the default keyboard.

Applications that suffer from this bug include:
- Synaptic
- Totem
- Kino
- DevHelp
- GEdit (actually has the bug the other way around, Ctrl-Q "selects all"...)
- Nautilus (idem as GEdit)

Applications that don't seem to suffer from it:
- Rhythmbox
- Inkscape
- Firefox
- Qt-based applications
