[Keystone_V3]non-default-domain projects are seen in default domin context

Bug Description
Build 17 R3.2
Created non-default-domain dm1 with projects p1-dm1 user u1-dm1.
with domain context set to default, able to see and modify projects and users of other domains in projects tab of default domin
If i am right we should not see non-deault-domain projects or users in horizon if we are in default context unless we switch to non-default-domain context

To me this is not a bug. You are logged in as cloud-admin (admin role in default domain) so will have visibility across all domains. If not cloud-admin who will manage the entire domain set?
