fuel-mirror creates local mirror w/o systemd-shim package

In case of usage fuel-mirror for building local mirror on master node, mirror won't contain systemd-shim package. Deployment with usage of local mirror will be failed with error:
Task 'deploy' has incorrect status. error != ready, 'Deployment has failed. All nodes are finished. Failed tasks: Task[tools/1], Task[tools/3], Task[tools/2], Task[tools/5], Task[tools/4]

Scenario:
 1. Run 'fuel-mirror' to create mirror repositories
 2. Create cluster with many components to check as many
           packages in local mirrors have correct dependencies
 3. Run 'fuel-mirror' to replace cluster repositories
           with local mirrors
 4. Check that repositories are changed
 >>> 5. Deploy cluster <<< failed here

if we add manually info about package systemd-shim into /usr/share/fuel-mirror/ubuntu.yaml, deploy will successful.

This issue isn't duplicate of https://bugs.launchpad.net/fuel/+bug/1648732, because of fuel-mirror usage here.
