Bug Description
To reproduce:
* setup Neutron with Provider (VLAN) networks and create multiple external networks
* run Fuel Health Check for "Check network connectivity from instance via floating IP"
* check fails in "8. Assign the new floating IP to the instance." step
Fuel 9.1
Im just guessing that the test might not cope with multiple external networks present...
