[10.0][SWARM] Deployment of cluster with Ironic is failed on 'primary-database' task

Detailed bug description:
 The issue was found by

Steps to reproduce:
        1. Create cluster
        2. Add 1 node with controller role
        3. Add 2 node with controller+ironic role
        4. Add 1 node with compute role
        5. Add 1 nodes with ironic role
        6. Deploy the cluster

Expected results:
The deployment passes

Actual result:
Task 'deploy' has incorrect status. error != ready, 'Deployment has failed. All nodes are finished. Failed tasks: Task[primary-database/1] Stopping the deployment process!'

iso version : 10.0-1107

Additional information:
Unfortunately, it's unable to revert environment to get diagnostic snapshot, so it'll be done on the next swarm run if error persists.

Issue is not reproduced on iso 10.0-1135.
