Glance API service defaults to Swift storage

The OOO glance API service is configuring its default backend to be swift. This creates an unnecessary default dependency between the glance service and swift service. The default should be glance api's default of file, then a user can override the default with the GlanceBackend heat parameter.

I think it should be fixed I just don't have the time to fix the rest of the problem right now. I believe my patch worked for noha, but for HA we have to use NFS for file backend by default. I never had time to dig into a proper solution for that.
