Bug Description
Tried to fire up Zaqar in my undercloud today and hit this:
2016-12-15 13:09:42.592 8157 ERROR zaqar.common.cli [-] Value for option bind is not valid: IP address cannot be an empty string
Looks like we are misconfiguring the bind IP address.
