Bug Description
On a long running lxd environment with several migrations (20+) of model "foo" a migration attempt fails with: "ERROR failed to create migration: already in progress"

I have just completed many success migrations of a non-trival model between two controllers, sometimes being aggressive about attempting to migrate the model out of a controller as soon as it arrives (the root cause of the problem reported in this bug).
