Bug Description

Whenever a process is brought down we are seeing 2 alarms being raised.

Remove installation of alarm plugins

At present, there are no inbuilt alarms, therefore, removing the
installation of alarm_* packages

Test alarm plugins should not be installed in the target

Test alarm plugins (process-status and partial-sys-info) are being
installed in the target causing duplicate alarms to be raised. Updated
SConscript to not install the test plugins in the target.
