Bug Description

Deploy MOS9.1 with Ceph for all. Create a volume and try to create volume backup.

root@node-1:~# cinder create 1 --display-name removeme
...
root@node-1:~# cinder backup-create removeme
ERROR: Service cinder-backup could not be found. (HTTP 500) (Request-ID: req-abeb009b-7f81-4786-ba13-252e5fa895c2)
root@node-1:~# status cinder-backup
cinder-backup start/running, process 143612

Fuel doesn't explicitly support cinder-backups with separate storage backend so i think we should disable cinder-backup service.

Works on Vanilla MOS 9.2. Looks like environment specific issue. Mark bug as invalid.
