Bug Description

PeerStats UVE contains stats for BGP and XMPP peers. Add encoding BGP/XMPP to distinguish the stats from BGP/XMPP peers

Add encoding type BGP/XMPP to PeerStats and PeerFlapStats UVE

If same node is acting as both contrail-control (bgp peer) and compute
(xmpp agent), name alone is not clear enough to distinguish between the
two stats
