One observation about this on my setup, ceilometer process stop respawnn after config role comes up, as it was failing for rabbitmq server. It is evident from follow logs. Please confirm on your setup, reducing the severity for this.

Yes, once the openstack role gets provisioned and config role starts, ceilometer-collector respawns are nor more seen in syslog

Moving out of 3.2. Issue is only with respawn till rabbitMQ comes up. Will look into it after 3.2.

This is issue as we start rabbitmq during config role provisioning. So closing the bug.
