Bug Description
consider this topology:
client-
Lets say SI->Server packets are bridged and server to SI packets are routed. If there are multiple instances of the SI, then the return traffic must be sent back to the SI from which the packet was received. This works correctly as long as there is only 1 SI on a compute node. Flow symmetry must also be supported for cases where multiple instances of the SI might be running on the same compute.

Release Note: When forward flow is bridged and reverse is routed (SI in ECMP), having multiple SIs on the same compute node is not supported.
