Bug Description
Use of resolved variables is one-off in the REST API support for hosts. In particular, this introduces a bug in support for cells; and without further change, will be a bug in regions once projects have variables (see https:/
Instead we should define common logic that is used uniformly for regions, cells, and hosts (and similarly for other resolution trees).
