ovs_pmd_core_mask and ovs_core_mask are ignored in node attributes

Detailed bug description:
 Parameters from 'dpdk' section in node attributes are ignored during serialising.
Steps to reproduce:
 1) Download node attributes
 2) Add 'ovs_core_mask': <some_value> into 'dpdk' section
 3) Upload node attributes
Expected results:
 Provided value in serialised node info.
Actual result:
 Generated value is serialised node info.
Reproducibility:
 100%
Workaround:
 N/A
Impact:
 Unable to override generated cpu masks.
