terms and conditions link requires login

Bug Description

When you try to login to snapcraft without having agreed to the terms and conditions, the following text appears:

Do you agree to the developer terms and conditions. (https://myapps.developer.ubuntu.com/dev/agreements/new/)? [y/N]

That link requires a login in the website, and after login it shows a checkbox and a button to agree to the terms.

I think this doesn't make a lot of sense. Why offer a link that lets you do the same thing that you can do on the command line?
For me, it would be better if the link offers just a plain text version of the terms and nothing else.

Also, I have a question for our layers. Is it legal to ask people to agree to something without printing the terms of that agreement? I suppose there's a reason for all software to show the lengthy text that nobody reads. If there's no legal requirement for that, I imagine everybody would just put a small link and tell people to go and read it, like we are doing here.
