type field in UVEAlarmInfo structure in alarm sandesh should be same as the fqname in the alarm config

change in alarm type in alarm sandesh

Alarms with same name may be configured by different tenants; therefore
alarm type in alarm sandesh should be same as fqname in alarm config.
