No multiple storage pools

Bug Description
With an existing ScaleIO cluster, even If I specify multiple storage pools in the Fuel Plugin Settings once the deployment is done the cinder configuration only contains the first pool.
Fuel plugin settings
Protection domain: pdo
Storage Pools: pool-1,pool-2
this results in cinder.conf
sio_storage_pools = pdo:pool-1
instead it should list all pools defined in the settings.
