[9.1][updates] stacklight plugin hasn't been completely deleted after removing of nodes

Bug Description

I've deployed the next env with stacklight plugin:
lma_collector 0.10.2
elasticsearch_kibana 0.10.2
influxdb_grafana 0.10.2

Nodes:
 - controller
 - controller
 - controller
 - compute+cinder+murano-node
 - kibana+grafana

After deployment I've removed kibana+grafana node and set false for these plugins in settings>other.

But Kibana and Grafana links haven't been removed from the Fuel Dashboard.

That's a limitation of the plugin framework provided by Fuel. There's nothing that can be done from StackLight's POV.

I've added Fuel project just for double-checking from Fule's side what we really cannot delete node.

The kibana+grafana node has been removed successfully, but UI elements for Kibana, Grafana haven't been disappeared from the Fuel dashboard
