Bug Description

Solution for nova from https://bugs.launchpad.net/puppet-aodh/+bug/1628580 is incomplete. We need to add fix in sync_api.pp manifest.

Details:
The issue related to needs of repeatable sync-db step.
While #1628580 fix sync of main nova db it is not the solution for nova_api db.

    Added retries in db_sync for nova_api db

    That patch continue fixes made for LP#1628580
    If db sync fails, it is never retried leading to errors. So, this
    patch adds retries for db_sync to avoid sync fails.
