Please sync wikidiff2 1.4.1-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Fix phpapi invocation to use php-config not php-config5 (LP: #1565912).

  * No change rebuild against PHP 5.6 (phpapi-20131226).

The new upstream release now has PHP 7.0 support, so those patches are no longer needed.
