Footprint 3D settings offset should follow user's in/mm setting

Version: 4.0.4-stable release build
wxWidgets: Version 3.0.2 (debug,wchar_t,compiler with C++ ABI 1009,GCC 5.2.0,wx containers,compatible with 2.8)
Platform: Windows 8 (build 9200), 64-bit edition, 64 bit, Little endian, wxMSW
Boost version: 1.57.0
         USE_WX_GRAPHICS_CONTEXT=OFF
         USE_WX_OVERLAY=OFF
         KICAD_SCRIPTING=ON
         KICAD_SCRIPTING_MODULES=ON
         KICAD_SCRIPTING_WXPYTHON=ON
         USE_FP_LIB_TABLE=HARD_CODED_ON
         BUILD_GITHUB_PLUGIN=ON

In the footprint editor, editing shapes allows you to enter dimensions according to your units setting (inches or mm). Except for Footprint properties > 3D settings where offset is always in inches.

Instead, it should also track the units settings.

the main problem i see with this is that the wrl 3d models are in inches themselves so having people use mm for measurements for an object thats in inch units is just odd

Sure, but I've often had to place a model on top of a metric footprint. You don't move the footprint -- you move the model relative to the footprint. It should be easy to move the model by, say, "a pin and a half", but if those pins are metric, then I'm not sure why I have to convert to inches first.
