No possibility to retry plugin installation after network failure

Bug Description

If the plugin installation in GUI mode fails due to `error: Network connection not detected.`, `hplip-3.16.11.run` simply continues the installation, prints `Done.` and terminates the setup. The complete setup has to be repeated and if the connection fails after the start of the setup one can be occupied with trial-error installation for hours.

[Unit](https://en.wikipedia.org/wiki/Unit_testing) and [integration](https://en.wikipedia.org/wiki/Integration_testing) test provide a very helpful way to detect trivial and obvious issues/errors like this one before releasing software to end users. It's quite unlikely to create average quality software without them and the use case of this issue/error should be covered by both.

Thank you for submitting this other bug and reporting a problem with upgrading hplip in Dec 2016. Ubuntu and hplip have been updated since then.

Could you confirm that this is no longer a problem and that we can close the ticket?
If it is still a problem, are you still interested in finding a solution to this bug?
If you are, could you let us know and, in the current version, could you run the following (only once):
apport-collect 1647111
and upload the updated logs and and any other logs that are relevant for this particular issue.
