wpa_supplicant fails to reauthenticate when receiving PREV_AUTH_NOT_VALID (fixed upstream, Ubuntu package needs refresh)

Bug Description

I'm being bitten by this exact issue: http://lists.infradead.org/pipermail/hostap/2016-February/034640.html

TL;DR: wpa_supplicant gets PREV_AUTH_NOT_VALID message from AP, should immediately reauthenticate to same AP, instead blacklists AP and attempts to find different AP with same ESSID. If there isn't any, association permanently fails.

This is evidently fixed in wpa_supplicant 2.5; all Ubuntu releases up to and including Zesty are on 2.5.
