[RFE] Parse basic management LLDP TLVs stored in Swift

Ironic inspector should have a plugin to parse the raw LLDP TLVs in the Basic Management. 802.1, and 802.3 sets and store the data back in Swift in textual format so that it can be used by user interfaces.

Are you sure you didn't intend to file this RFE against ironic-inspector directly, and not just the client?

Additionally, we typically require more detailed information before approving an RFE. You might consider looking at the Ironic spec template to get an idea of what pieces you should consider (even if you aren't filing a full spec for your feature).

Jay - yes this was supposed to be filed under ironic-inspector, my mistake. We have an approved spec for it which encompasses pieces both in ironic-inspector and python-ironic-inspector - https://review.openstack.org/#/c/374381/.

I will close out this bug and open a new one for ironic-inspector. Thanks.
