event posting fails for check-cahce and init-local

Bug Description

maas 2.1.2+bzr5555-0ubuntu1~16.04.1
cloud-init 0.7.8-49-g9e904bb-0ubuntu1~16.04.1

when I boot a xenial node with cloud-init, I get these 4 failure post backs:

Dec 1 07:16:53 bohr [CLOUDINIT] handlers.py[WARNING]: failed posting event: start: init-local/check-cache: attempting to read from cache [trust]
Dec 1 07:16:53 bohr [CLOUDINIT] handlers.py[WARNING]: failed posting event: finish: init-local/check-cache: SUCCESS: no cache found
Dec 1 07:16:53 bohr [CLOUDINIT] handlers.py[WARNING]: failed posting event: finish: init-local: SUCCESS: searching for local datasources
Dec 1 07:16:53 bohr [CLOUDINIT] handlers.py[WARNING]: failed posting event: start: init-network/check-cache: attempting to read from cache [trust]

I'd expect them to work and run cleanly.

Node deploys successfully, so this is not a major issue for us, but seems like noise that should be fix.

Thanks for filing this bug! Is this still an issue you are seeing in more recent versions of cloud-init? If it is, please do give us steps to reproduce and set it back to New.
