Bug Description

Presently, the following alarms are used to check if the build_info is null as the build_info is sent in different UVEs for each node type

partial-sysinfo-compute
partial-sysinfo-analytics
partial-sysinfo-config
partial-sysinfo-control

https://bugs.launchpad.net/juniperopenstack/+bug/1641761
With the above bug, build_info would be sent in NodeStatus UVE for all node types and hence all the partial-sysinfo alarms should be consolidated to one.
