Bug Description

[MAAS 2.1], [Device discovery] Show Last seen relative to now

The Last seen column is always showing the exact time in hh:mm format that a device was Last seen.

Current result:
Given I am in the Dashboard and I am looking at the Device discovery table
When I want to see the last time a device was seen
Then I can always see the exact hh:mm that the device was seen

Expected/ correct result:
Given I am in the Dashboard and I am looking at the Device discovery table
When I want to see the last time a device was seen
Then if the time it was seen was no longer than yesterday I can see the day or time it was seen relative to the current day/time.

In Bucharest we had a comment that the time could be relative to now, e.g. 1 min ago, 2 hours ago etc. Also, this is a pattern we have and would like to follow.
