Bug Description
Initially when we have VM1 as master and VM2 as backup. Then, VRRP advertisements are lost, VM2 advertises itself as master and the toggling happens. It happens 5 times on VM2 and it goes into back off and waits for 10s. On VM1, the toggling has happened 4 times till now. Now after 10s, VM2 restarts ARP probe and toggles again. Upon this, VM1 is considering this as the fifth toggle (this is the bug) and starting a back off for 10s. After 10s, VM1 again becomes master.
