spice is not built for arm64

The spice packages are only built for x86. Then qemu is built with spice support disabled.

It looks like version 12.11 or newer only will work because older versions use x86 specific atomics instead of the compiler builtins.

we try to keep spice in sync with Debian. Can you open a debian
bug requesting a newer version?
