[Midonet] Deploy fail with "Loop detected"

- Steps to reproduce
  1. Create a new cluster
    - KVM
    - No-HA
    - Ceph for Cinder, Glance and ephemeral volumes
  2. Select Netron Midonet Plugin
    - Version 4.1.0
    - BGP gateway
    - VXLAN tunnels
  3. Select Install Murano

- Expected result: New cluster being deployed

- Actual result:
  Deployment failed with message:
"Error: Deployment has failed. Method task_deploy.
Cluster[]: Loop detected!
Path: Task[enable_ip_forward_midonet/1], Task[deploy_end/virtual_sync_node], Task[post_deployment_start/virtual_sync_node], Task[generate-openrc-gw/4], Task[openstack-network-midonet-cleanup-masq/4], Task[openstack-network-end/4], Task[deploy_end/virtual_sync_node].

- Workaround:
  - openstack/fuel-plugin-midonet:
    - deployment_tasks.yaml
      - task id: openstack-network-midonet-cleanup-masq
        -Remove " required_for:
                    - openstack-network-end"

  Deployment cannot be completed
