Bug Description

When Horizon Cisco UI is installed but Stand alone fabric (SAF) feature is not installed horizon GUI is throwing 500 Internal Server Error

Urgent fix required:

1. Use oslo_messaging RPC Client instead of SAF DFARPClient in /cisco/dfa/dfa_client.py
2. Update the way DFAClient instance is created everywhere in cisco/dfa/ code
