Bug Description
We saw an issue with respect to multiple-IPs on the VM interface.
The VMI had 2 instance-ip objects - IIP1 with instance_
DHCP for that interface was consistently returning IIP2 IP address.

fix for the dhcp issue when multiple ips are associated with vmi
neutron has to omit if the ip is secondary ip or service_instance_ip health_ check_ip.
or service_
Fix is added to take care of the above condition
