secondary ip is allocated as the native ip

We saw an issue with respect to multiple-IPs on the VM interface.

The VMI had 2 instance-ip objects - IIP1 with instance_ip_secondary=False (primary interface IP) and IIP2 with instance_ip_secondary=True (secondary IP - the VIP).

DHCP for that interface was consistently returning IIP2 IP address.
