Bug Description
Determining the country of origin shouldn't be that hard. The default paper size in the United States is not A4. I see man application that default this way. Add the work, figure out where you are and put that in as the default paper size.
Also, for a drawing application why does Inkspace even start with a 'page' of paper? 100% full screen. Fit to a page when you are ready to print, no on the first move.

I guess it makes sense to detect regional settings of your system and figure out what the default size for the template should be. Is there a convenient library for this?
But I don't agree it's dumb to start with a page, and I don't know any vector editors that don't operate like that. All vector editors operate on infinite canvas (basically maths coordinate system) and math equasions with numbers that depend on object positions etc. It's important to know the page context not only for the background calculations but also for the user when drawing, positioning and sizing objects.
I find that the very first step when creating a new vector drawing document should be setting the document size and units. There can be consequences down the line that affect your work significantly (for example designing for a huge bilboard in meters vs. designing a web drawing in pixels, grid settings will be important, filters output etc).
You can set a different size for your default template, so that whenever Inkscape opens the page it is the size most convenient to you.
And you can turn off the Page border in Document settings if you want to draw freely :) disregarding the page border, and fit the Page to drawing at the end if you need to. I just don't think it makes sense in most people's workflows.
Is your request more about the regional settings for the default document, or about the canvas properties in general?
