The option "security_groups" is not serialized

Detailed bug description:
 The option "security_groups" is not serialized and was not passed to astute.yaml as well
 Thus, we don't have possibility to choose firewall driver for a deployment

    * firewall driver attribute name 'security_group' was changed
      to 'security_groups' in data migration

This issue was fixed in the openstack/fuel-web 11.0.0.0rc1 release candidate.

Verified on 10.0 #1578.
Open vSwitch Firewall Driver can be set for deployment and after it has correct value firewall_driver = openvswitch in /etc/neutron/plugins/ml2/ml2_conf.ini.
