Deb package for python-influxdb 2.6.0

For the Openstack Telemetry plugin [1], we're leveraging the influxdb python client >=2.12. Plugin should support MOS 9.x and we need python-influxdb packages for Trusty.
Xenial ships python-influxdb==2.12 already.
