Packaging CI 9.x does not use update mirrors for Fuel master node

The following run failed:
https://packaging-ci.infra.mirantis.net/job/9.0-pkg-systest-ubuntu/2348/

The the failure is caused by recent update to python-openstackclient package. It was fixed by the following CR into fuel-library https://review.openstack.org/#/c/400672/. The problem is that this update did not appear on master node in the job. Further investigation shows that a very old fuel-library package is installed here - fuel-library9.0-9.0.0-1.mos8460.noarch, while packages on OpenStack nodes are up to date.

It seems that the problem is we do not upgrade master node to latest proposed 9.x version.

[pkgs-ci] Force master node update for 9.0 systests

Temporary solution for update master node from 9.0 to 9.x required for
MOS 9.0 systests.

Run is finished successfully:

and in the next runs there is no failures connected with issue from bug description.
